BLACK RIVER FALLS MUNICIPAL UTILITIES
LINCOLN ROAD SUBSTATION



This project constructed a new substation on the southeast side of the City of Black River Falls, WI, including a single-span 69 kV tap into the substation and extension of an overhead distribution feeder from the substation yard out to the existing distribution line along the street.

Foth & Van Dyke provided structural design services for the project, on a sub-consultant basis.

Project Bidding:

Substation Equipment (200116-S1):
Bids were received on January 18, 2002 for a substation power transformer (with LTC) and a lineup of outdoor shelter aisle switchgear.

Structure and Equipment Package (200116-S2):
Bids were received on February 15, 2002 for a substation package including the structure, substation equipment and materials, and overhead line materials.

Construction (200116-S3):
Bids were received on June 21, 2002 for construction of the substation, installation of the 69 kV substation tap (including 3-way switch), installation of distribution risers and a short overhead distribution line extension, and installation of a 3-way 69 kV switch at an existing line tap.

The substation was needed on-line to meet the anticipated system peak in the winter of 2002/2003. The Black River Falls Municipal Utility Commission authorized design to start on September 28, 2001. Construction Authorization was approved by the Public Service Commission of Wisconsin (PSC-W) on December 20, 2001. Contracts to purchase the major substation equipment were issued on January 30, 2002. Contracts for the purchase of the substation structures and materials were issued on February 27, 2003. Contracts for construction were issued on July 17, 2002. Testing of the new substation equipment began on October 10, 2002 and the substation went in service, supplying power to Black River Falls customers on October 30, 2002.

This is a view (before construction) looking east at the old transmission/ distribution pole 52/33 on the south side of the intersection of Roosevelt Road and Winnebago Street. One of the Phase-Over-Phase (POP) 69 kV Gang Operated Air Break (GOAB) switches was installed on this pole, and the 69 kV transmission to the west was transferred off existing pole 52/34 (on the other side of the street) to this pole.

This is a view (before construction) looking north at the old transmission/ distribution pole 52/34 on the north side of the intersection of Roosevelt Road and Winnebago Street. The 69 kV transmission to the west was transferred off this pole onto existing pole 52/33 (on the other side of the street).





Black River Falls

This is a view (before construction) looking east along Lincoln Road, at the location of the drive into the Lincoln Road Substation. Existing distribution pole DS6 (foreground) was replaced by new pole DS5. The existing distribution to the east was transferred to this new pole, and the existing distribution to the west was transferred and extended to this new pole. A new 3-phase distribution circuit to the south was installed, and was connected to one of the new switchgear breakers.

This is a view (before construction) looking southwest at the new Lincoln Road Substation site, at the existing two-pole transmission corner structure consisting of pole 46/5 (background) and 46/6 (foreground). The existing transmission to the northwest remained, and a new pole TR1 was installed in the line east of this structure. Pole TR1 had a 69 kV POP GOAB switches installed on it with a new single-span transmission tap into the substation from the center switch point. In addition, a new distribution riser was installed on the northwest side of pole 46/6. This riser was connected to a second new switchgear breaker, for extension of the overhead distribution (by the Owner).
